Japan launched a new strategy to reduce overtourism in cities like Tokyo and Kyoto. The Japan National Tourism Organisation and All Nippon Airways now offer free domestic flights to UK and European travellers across ANA’s full regional network. The campaign runs from 24 November to 31 January 2026 and encourages visitors to explore lesser-known regions instead of crowding major destinations.
Free Flights Boost Regional Exploration
The “Stopover & Add-on Free Fare” scheme allows eligible economy passengers to book up to two free domestic flights on an international booking by 31 January. Travellers can take these domestic flights anytime after that date. The offer means passengers pay the same airfare whether they remain in Tokyo or continue to places like Hiroshima, Aomori, or the Izu Peninsula. ANA says the programme helps travellers build multi-stop itineraries at no extra cost.
Taxes and fees still apply, and availability may vary by date or route. Travellers can access the deal through travel agents, ANA offices outside Japan, or ANA’s direct booking channels.
Redirecting Tourism Across Japan
Tourism pressure has increased in major Japanese cities, with 36.9 million visitors recorded in 2024. Although most travellers express interest in regional areas, fewer than 10 per cent actually visit them. Japan now aims to send visitors to under-touristed regions and balance national tourism through the new fare programme.
The offer provides access to more than 40 ANA hubs, the largest domestic network in Japan, making regional travel easier and more affordable. ANA expects the campaign to drive economic growth in smaller communities and ease congestion in famous hotspots. The airline says it wants to guide travellers toward more authentic experiences while reducing strain on popular cities.
